Within the emerging area of Network Economy, an explicit view
on the integration of technological and economic aspects for
Internet services provisioning is essential for achieving a better
understanding of today's dramatic changes and close-ups between
Internet technology and economics in the field of networking.
While the access to the Internet has become a commodity, Internet
Service Providers (ISP) need to be able to differentiate their
service offerings for a competitive market situation, based on
Internet Quality-of-Service (QoS) technology as well as value-added
Internet services. To enable market managed networking, appropriate
technology must be in place, both on end-user and provider side, and
suitable management mechanisms as well as policies must be available
transparently. In addition, the integrated handling of efficient
security means for charging systems is able to promote user acceptance
for resulting technology solutions.
This workshop intends to provide a platform for the presentation and
discussion of highly significant approaches and ideas on charging
Internet services and their economic effects on an open Internet
services market. Its main focus is directed towards modelling,
implementation, and experiences of Internet charging technology.
With this respect, it covers Internet services and QoS suppport,
application pricing and tariffing, accounting and billing tasks,
Service Level Agreements (SLA) and their management, and business
models for ISPs and Application Service Providers (ASP) as well as the
future of bandwidth exchange schemes in the Internet backbone.

Papers and Submissions
Papers are solicited as full papers (in German or English), ranging
from 6 to 8 pages single-spaced, each of which will be subject to a
full review process. An electronic, PDF-based submission of papers is
