   OFC  2003  is now soliciting original papers whose contents are within
   the  topic  categories  and  have  not  been presented previously, and
   describe new technical contributions.

   The  submission  deadline  for  OFC  2003  is at 12:00pm (noon EST) on
   September  25,  2002.  All  abstracts  and summaries must be SUBMITTED
   ELECTRONICALLY  by  the  deadline. No facsimiles or mailed submissions
   will be accepted.

   All  papers presented for review must have a signed copyright transfer
   agreement  form received by OFC Conference Management. Authors will be
   notified  whether their papers have been accepted by November 15, 2002
   (see  notifications  below).No materials submitted will be returned to
   authors. Only summaries and abstracts should be submitted.

   Adherence  to  the  instructions  for  preparation of the abstract and
   summary  is  imperative. Any of the following conditions may result in
   rejection of a paper:
     * Failure  to  submit  the paper electronically using the conference
       website by NOON on September 25, 2002.
     * Failure to submit the 35-word abstract and summary
     * Failure to submit a completed copyright agreement.
     * Faxes,  mailed,  emailed  and  revised  submissions  will  not  be
       accepted.

   Registration  for  technical  sessions  is  open to all members of the
   scientific  and technical community. It is incumbent on the authors to
   obtain   appropriate   approval   to   present   their  work  to  this
   international forum.

   Submission Information & Considerations
   OFC  is  a  conference to facilitate the dissemination of leading-edge
   information  on  materials,  devices,  technology, and applications of
   optical   fiber   communications.   Hence,   authors  with  first-rate
   discoveries  but  without  the  material,  equipment,  or personnel to
   support  exhaustive  characterizations  are  also encouraged to submit
   their  work.  Authors are encouraged to properly qualify techniques or
   devices that indicate advancements but are not yet fully implemented.

   We  recognize  that  recent  technology  advancement,  improvements in
   understanding,   and   the   overall   maturity   of   optical   fiber
   communications has led to increased expectations for OFC papers. In an
   effort to meet these well-founded expectations, the OFC 2003 Technical
   Program Committee will closely examine the correlation between what is
   claimed,  what  is  convincing,  and what is demonstrated in submitted
   papers.  For  example,  performance  claims must be substantiated with
   measurements;   a   "Terabit"  system  cannot  simply  measure  a  few
   representative  10Gb/s  channels.  Measurement  conditions that affect
   performance  should  be  fully  specified,  for  example  pseudorandom
   pattern length.

   Papers  submitted  to OFC 2003 will be closely judged based on various
   merits  such  as:  novelty,  thoroughness,  originality,  reference to
   previous  work, degree of applicability, amount of useful information,
   accuracy,  perceived  degree  of interest in the community, believable
   claims,   demonstrated   claims,   degree  of  disclosure  of  related
   information,  clarity  and  sufficient  progress  in  the  field.  The
   seemingly difficult task of fairly weighing all these merits is placed
   in  the  well-qualified  hands  of  the  OFC  2003  Technical  Program
   Committee--a  truly  superb  collection  of diverse leaders in optical
   fiber communications.

   Authors  are  discouraged  from submitting papers that are little more
   than    product   announcements   with   minimal   technical   detail.
   Additionally,  authors are reminded that related technical information
   should   be  approved  for  public  distribution  by  all  controlling
   organizations.  OFC is a public forum for the exchange of information.
   For  all reasonable questions (including technical detail), presenters
   are  encouraged to have answers approved for distribution prior to the
   presentation. Authors not interested in properly discussing their work
   with  attendees in a conference setting are encouraged to submit their
   work to journals.

   Please  keep  these considerations in mind while preparing manuscripts
   and presentation material for OFC 2003.,

   Topic Categories
   OFC 2003's Technical Program Committee has come up with nine (9) Topic
   Categories. As part of the submission process, authors will be asked
   to indicate where their paper best fits within these broad topic
   categories. The program co-chairs will use this information to
   facilitate the paper review process.

   Modes of Presentation
   All  contributing  authors  are asked to choose a mode of presentation
   for  their  papers.  The  program  committee will schedule contributed
   papers  into both oral and poster sessions. The abstract of all papers
   (both  oral  and  poster)  are typeset and published in the Conference
   Program,  and the summaries are typeset and published in the Technical
   Digest.

   Poster Presentations: For poster sessions, each author is provided a
   4-foot high x 8-foot-wide (122 cm x 244 cm) bulletin board and
   pushpins on which to display a summary of the paper. Please note that
   no additional equipment is provided. Those requiring additional
   equipment should refrain from requesting the poster presentation
   format. Authors must remain in the vicinity of the poster for the
   duration of the session (approximately 2 hours) to answer questions of
   attendees.

   Oral Papers: The time allotted for oral contributed paper
   presentations is 15-minutes (12-minutes for presentation and 3-minutes
   for a discussion period) and presenters are provided with an LCD
   projector, overhead/viewgraph projector, screen, microphone and
   pointer. Oral invited paper presentations are allotted 30 minutes (25
   minutes for presentation and 5 for discussion period) and Oral
   Tutorial paper presentations are 60 minutes.

   Submission Process
   Papers  may  be  submitted  electronically  ONLY  -  in  the following
   formats:  PostScript,  Tex,  Word, and WordPerfect - by 12:00pm (Noon)
   EST  on  September 25, 2002. After that time the electronic submission
   system will be closed and no additional abstracts or summaries will be
   accepted. Avoid duplicate submissions, and submit just one copy of the
   abstract  and  summary to OFC 2003 by electronic submission. Revisions
   will  not  be  accepted  and  a  paper  may  be  rejected  because the
   instructions were not followed. No papers will be returned.

   Please adhere to the style guide when preparing your submission.

Preparation of Abstract & Summary

   Electronic  Submission Form: On the submission form, authors are asked
   to  provide  vital  pieces of information, including: the paper title,
   category,   presentation  type,  authors,  35-word  abstract,  3  page
   summary,  and  the  submitting author's contact information. This form
   must  be  completed  in  its entirety. Failure to do so may cause your
   paper to be misdirected outside the preferred scope.
     * A  35-word  abstract  of the paper. This abstract, prefaced by the
       title  of  the talk at the top of the paper in upper and lowercase
       letters,  followed  by  the  author's  name, affiliation, complete
       return  address,  telephone  and  fax  numbers and e-mail address,
       should  appear  on  page  1  of the 3-page summary. In the case of
       multiple  authors, each author's name and address should be listed
       separately  after the title. The use of scientific and engineering
       symbols,   as   well   as   acronyms  should  be  avoided  in  the
       electronically submitted abstract and title. The program committee
       will arbitrarily shorten abstracts longer than 35 words.
     * A  summary of the presentation. This summary of up to a maximum of
       three  pages, will be typeset directly from the material submitted
       by  the author(s). The author(s) must include within the three (3)
       page limit all text, equations, drawings, figures, and references.
       Tables,  photographs, and drawings must appear on the page exactly
       as  they are to be reproduced. The text may be typed either single
       or  double-spaced.  The  title of the talk and the authors' names,
       affiliations,  complete return address, telephone and fax numbers,
       and  e-mail  address  must  appear on the first page. The abstract
       should  not  be  repeated  in  the  summary. Do not use asterisks,
       acknowledgments,  job  descriptions, or footnotes. Cite references
       at the end of the summary.

   Notification

   Notification will be sent to the author listed on the contributed
   paper. Authors will receive notification of accepted and rejected
   papers via email by November 15, 2002. The Notification will include
   date and time of presentation and access information to the OFC
   Speaker web site.

   Upon acceptance, the summary, including essential illustrations, will
   be typeset from the material submitted by the author(s) and will be
   published in the Technical Digest.
