   The IST program is highly committed to the goal of pushing the
   development of a global wireless information society, and the spirit of
   the Summit is intended to reflect this will, aiming consequently to be a
   forum where innovative and alternative solutions and respective results
   will be presented and discussed.

   2003 is a corner year for the IST Summit. At the EC level it marks the
   transition from the 5th to the 6th Framework programme and is
   consequently at the exact time frame to have a critical assessment of
   what has been done and what is expected. At a more general level, by this
   time commercial UMTS systems will already be in operation, and thus 2003
   and the Summit will be a place to analyse the birth difficulties and
   extract the lessons for the future. For these reasons, a synergy of
   academia, research centers and industry from Europe, Asia and Americas is
   expected so that the different achievements, views and forecasts can be
   presented and compared.

   The event will take place in Aveiro, Portugal, a small sized town center
   of a touristic region, with a high commitment in the development of the
   digital city concept.

   The objective of this annual conference is to provide a major forum for
   the dissemination of the results of the European Research Initiatives
   towards Personal and Wireless Mobile Communication Systems and Networks,
   including their Terrestrial and Satellite components.

   The Mobile / Wireless Communications has been in the recent years one of
   the most dynamic sectors of activity in telecommunications. Its current
   rate of development is astounding and mobile communications will be
   undoubtedly a key component for the deployment of the so-called
   "information society". As documented in the previous Summits, the current
   (IST) and previous EU RTD Programmes (RACE, ACTS), have played a critical
   role on worldwide technology developments. Critical mass of RTD, together
   with a consensus building approach, an early identification of the
   spectrum requirements and a close articulation with policy objectives,
   have led to the establishment of European standards which are today
   adopted by a majority of countries world wide (e.g. GSM, UMTS, DVB).
   Research at EU level has catalysed the introduction of a wide range of
   digital services delivered through a variety of wireless platforms,
   optimised for different users, services and environments, with different
   business models, evolution perspectives and maturity status.

   In the future ahead, the R&D effort will continue at a sustained pace, to
   realise the full evolution potential of the various wireless systems, to
   catalyse the emergence of new fields of applications and to optimise
   co-operation and inter-working of a multiplicity of wireless access
   systems in a variety of environments, thus optimising the delivery of
   services in a context-aware manner. Examples include mobile-broadcasting
   integration in both the terrestrial and space sectors, and cellular-WLAN
   integration. This in turn requires the optimisation of the use of the
   available spectrum through dynamic spectrum allocation/utilisation
   (leading eventually to spectrum sharing), increasing use of unlicensed
   bands and service convergence across different regulatory domains.

   Reconfigurability cuts across all types of radio systems enabling the
   integration on demand of many systems in the same platform.
   Reconfigurability is expected to play a critical role by increasing
   flexibility, reducing deployment as well as operation and maintenance
   (O&M) costs; creating new business opportunities and new jobs;
   facilitating soft upgrades and personalisation.

   Because of the dominant role of Internet, and of the foreseen
   proliferation of IP-enabled devices, optimised support of IP is on the
   critical path for the evolution (and integration) of a variety of
   wireless systems. Many aspects of the wireless-Internet have been
   addressed in the context of the IST Programme, however many new
   challenges were identified notably in terms of resource management,
   mobile IP, QoS, security/privacy, etc.


   Submission Deadlines
    
        Draft Camera Ready Full Paper submission: 31th January of 2003
        Notification of Acceptance: 15th March of 2003
        Final Camera-Ready Paper Due: 30th April of 2003

   Submission Guidelines
    
        Potential authors are invited to submit full papers of up to 4000
        words (about 5 pages) in PDF format using the electronic
        submission procedure to be indicated in the web page.

   Authors are invited to submit papers containing
   original results in all areas of wireless personal
   communication systems and networks. Potential topics
   include, but are not limited to, the technical subject
