The rapid progress of wireless communication and photonic technology 
during these years has made dramatic advancement to the Internet 
communication networks, most notably the possibility of constructing a 
dynamic multi-service network environment with multimedia support. A 
suite of well-designed and interoperable routing and signaling protocols 
is going to play a key role in such a dynamic network system that 
accommodates functionality of traffic engineering, survivability, and 
resource management with class of service. This special issue focuses on 
the new research contributions in the area of routing and signaling 
protocol design for all branches of communications networks. In 
particular, we are interested in papers dealing with state-of-the art 
design and analysis of network resource management, spare capacity 
allocation, and the cooperation between the switch architecture and 
standardized protocols. In this context, topics include, but are not 
limited to:

  *  Wireless/wired LAN, MAN and WAN architecture design
  *  WDM network design and management
  *  Circuit/Packet/Burst switched network infrastructures 
  *  Performance evaluation and models 
  *  Quality-of-service provisioning 
  *  Devises for traffic engineering 
  *  Gigabit Ethernet
  *  MPLS and aggregate traffic scheduling 
  *  Congestion management and control 
  *  Generalized MPLS
  *  Network survivability
  *  Routing protocols with centralized/distributed control
