Minitrack on Quality of Service in Mobile and Wireless Networks

SCOPE:
======
We are witnessing an unprecedented demand for wireless networks to
support both data and real-time multimedia traffic. While best-
effort service suffices for datagram traffic, the usability of real-
time multimedia applications is vastly improved if the underlying
network can provide adequate QoS guarantees. Admission control and
bandwidth allocation schemes can offer wireline networks the ability
to provide their users with such guarantees. Due to host mobility,
scarcity of bandwidth and an assortment of channel impairments, the
QoS provisioning problem is far more challenging in mobile and
wireless networks than in their wireline counterparts.

Consider, for example, a cellular network. Here, a mobile host may
be admitted into the network in a cell where its needs can easily be
met, but the mobile host may eventually move to a cell that has
little or no resources to offer. Since the user's itinerary and the
availability of resources in various cells is usually not known in
advance, global QoS guarantees are very hard to provide. In the near
future the Internet will merge with wireless access networks and
their ad hoc extensions to provide seamless connectivity. Providing
predictable end-to-end QoS within such an environment is a difficult
task. Harmonization between the approaches taken in the Internet
(based on e.g. IETF IntServ, DiffServ or combinations thereof), in
3G networks and ad-hoc extensions is required so that the service of
one technology can cooperate and complement the service of the
other.

This minitrack will focus on fundamental challenges and issues in
the area of QoS provisioning in mobile and wireless networks. Our
goal is to bring together leading researchers in this hot field of
research in order to identify the fundamental challenges and future
prospects of this new and exciting area of research.

Topics include but are not limited to:
- Resource allocation and management
- Location management
- Pricing issues related to QoS provisioning
- QoS control and scheduling
- Call admission strategies
- QoS issues related to Mobile IP and Mobile TCP
- Mobile Ad-Hoc NETworks (MANET)
- QoS in mobile and wireless multimedia
- Satellite networks
- Dynamic QoS control in multimedia LEO satellite networks
- Performance evaluation
- Implementation -- practice and experience

October 1, 2004: Submit accepted manuscripts electronically

At least one author of each accepted paper must register to attend
the conference by October 1, 2004. Registration cancellations after
this date may result in the paper being pulled from the Proceedings
prior to printing. See conference web site for registration fee
refund policy.

Because HICSS is a nonprofit activity funded entirely by
registration fees, all participants and speakers are expected
to have their university/organization bear the costs of their
expenses and registration. HICSS is not able to subsidize
registrations or offer reduced fees.


INSTRUCTIONS FOR PAPER SUBMISSION
=================================
1. Contact one of the Minitrack Co-Chairs in advance for specific
submission instructions. Otherwise, submit six (6) copies of the
full paper, consisting of 22-26 double-spaced pages, including
diagrams, directly to one of the Minitrack Co-Chairs.
NOTE: The final paper will be 10 pages, double-column,single-spaced.

2. Do not submit the manuscript to more than one Minitrack Chair.
Papers should contain original material and not be previously
published, or currently submitted for consideration elsewhere.

3. Each paper must have a title page to include title of the paper,
full name of all authors, and complete addresses including
affiliation(s), telephone number(s), and e-mail address(es).
